Not much is known about the Underwater World. This mystic place can be found at the edges of the State of San Andreas. There is usually dancing people there much resembling the mission in GTA San Andreas "Life's a Beach". However this myth was found by a mod, so it is very unlikely to find, which makes this myth unlikely.
