facepalm* San Andreas was made in 2004/5, and Slenderman was invented in 2009, and got popular in 2012. It's impossible, unless its a mod!
Slenderman real-life myth was from very much ago,like from the '50 I think,it just got its own game when the creator of the game readed the story and decided to make a game based on it in 2009/10.It just got more popular when the game was made.
I know it's probably not Slender, but it sure looks like him. And as far as Killer Cowboy goes, I've been there a thousand times. I've never found him. I know he's confirmed but has anyone else found him?

Also,if it was Killer Cowboy,he would spawn in a road or city,and he would shoot the player.

That is not possible. As you can see, it's pretty far away from somekind of a town or village or house or anything. It's absolutely deep in the forest. There is no reported bug that will confirm that it's the Killer Cowboy, if there is one, then I'm afraid that this case is closed. If there is no such bug, then this either is a mod, an illusion or a geniune proof of the Woods Creature.
But, were all missing a great component in our searches, nor do we mention it. It's called View Distance. It is a mechanism in most 3D games in the Grand Theft Auto series. It is used to minimize the distance that NPCs spawn in the game, I request that the poster of this thread should post me the distance CJ was trans versa the exact place the sighting took place. If it was closer than the maximum limit, then this either is a mod, the Killer Cowboy or a geniune proof of the Woods Creature, if it was out of that distance, then what we have here should be taken as a perfect sample of an optical illusion.
In the HD series, I'm not so sure that this "mechanism" is present.
Dude, you have just blown my mind, MAYBE a texture glitch or something, but this could be real, and for a place that tons and tons of people have seen weird things, this is quite crazy, like another person said, you can kinda see a head...another said you could see another head a little underneath the other one, and Darkmyth actually caught two heads next to a tree, so that leaves me to two things. 1.) The woods creature is a two headed creature, or 2.) There are actually TWO wood creatures, a mother/Father and a baby/child, and they always stay together, like you and dark caught.
I don't know if its a texture bug (hell we could find the monster itself and still call it a texture bug/misspawned ped) but i am sure it is not a tree. I have checked back the same area several times and there is no tree/bush texture where figure can be seen.
What if its a view distance issue? And besides this could be a unrendered ped that spawned and despawned..... And by unrendered I mean absolutely ignored..... Like how the man who made slenderman had undetailed him........... Faceless, Weird, ignored like shit...... Maybe its a model that glitchingly spawned and the model is unrendered and ignored...... Or else all I can say is either its a hint to something bad.... or a unrendered glitch...
Ok,if it's the Killer Cowboy or a ped randomly spawned here I think that the myth can be declared as PROVED as soon as there are no chances to find something else in the final version of game..
Maybe a simple character is "The Woods Creature"
