Hey there fellow myth hunters. I was working on a SA project, when I found "bin1_LAe" file in the "labins01_la.txd" file.
At first glance, it just looks like a graffitied bin with no context at all. However, if you look closer, you may see number "23" and the word "KIFRAN" written on it.
Relation to The Truth and 69 isn't clear at first, but when you take into account that in Are You Going to San Fierro? Truth says how many government satellites are watching anyone at any time, and how many religious relics are kept at The Pentagon, you should understand the pattern.
The Truth: Induction of images, sound or emotion using microwave radiation. D'you know how many government satellites are watching any citizen at any moment? Carl Johnson: No. The Truth: Twenty-three. Do you know how many religious relics are kept at The Pentagon? Carl Johnson: No, I don't. The Truth: Twenty three. You see a pattern emerging here, man?
After adding the two 23s, it equals 46. One of the 23s was missing, but it is most likely the 23 on the trashbin. 46 + 23 = 69
As for the Epsilon Program relation, the word "KIFRAN" is pronounced very similar to the word "KIFFLOM."

Eh, the text is more like CKIFRANT than KIFRAN (assuming the thing on the far-right is a T considering that it looks like a Tiwaz rune.) It could potentially be a reference to both Kifflom and Krant acting as a portmanteau, but it's far-fetched.
23 is a rather important number in SA myth hunting, of course as the Truth has mentioned it quite a lot, which makes me thing that there could be something strange associated with the bin, we just have to find the location before any theories can be made.
Alright, I have reasons to think that the bin is located in LS. Not only it is evident from the file name (LS is based on LA so...) but also SF has The Truth, LV has Area 69, and LS doesn't have any connection to those yet, but the bin could be the connecting factor. Stay tuned for more.
Alright, it just hit me like a lightning. The bins are made of aluminium... guess who uses it. Yes, The Truth uses it, as well as hobos around SF. It is possible that those hobos are responsible for graffiti, but it is not yet proven, as we need to know the location of the bins... if they exist at all. Stay tuned.
