Rockstar left loads of "real" phone numbers. Real, i.e. non-existent. They're all over the place. Try ringing them, they're either indefinitely engaged, existant but not used, or non-existent completely.

333 is a nonexistant area code. If you google search it you'll notice a bunch of people claiming they recieved a call from a number with this extension in the AM hours and they usually say it's from Mexico, the Balkans, or the middle of fucking nowhere (Siberia, Sahara, etc...) Of course, all of these urban legends are false because the area code doesn't exist. Therefore, this isn't a real phone number.
The reason Rockstar has to include fake numbers in their games is simple. If it actually belonged to a real person and they started getting flooded with calls about the game then it opens up Rockstar to a couple of costly lawsuits.
