GTA IV - Spy Helicopter Who Is The Spy?

K, so earlier I have posted the image showing a cop being in a civilian maverick. Some time later I have posted a video, in which there is a cop seen bailing out of the Annihilator.
Now let's hop into a more recent discovery. I was playing TBoGT and I have got into the Yusuf's Golden Buzzard (given by the end of the game). I started to fly up. Then I have seen a Helitours Maverick flying up. I have approached it and held Space button (responsible for turning into "First Person" mode). I have seen a cop there. When I have approached it some more, I started to mash "F12" button to take as many ss as I could. Happy with the discovery, I have turned off the game, but I have seen only 2 ss, with only one of them showing pilot.

    Tbsh

Sorry for the shit texture quality, my PC is shit

Aight, so what now? I have managed to pull off 2 versions of the happenings:

    1) Cops are spying on citizens, further proving they corrupcy
    2) It is an developer oversight, as in freeroam, the only "drivers" attached to helicopters are:
    a) Cops
    b) Helitours pilots
    c) Protagonist
Helitours pilots are in the Helis just in a scripted manner, because they are taking you for a tour around LC + they don't pilot using AI, but using animations
Protagonist, well, you need to be in one
Cops are in the Helis in not very scripted manner, because they can follow the player using AI and Spy Helicopters use it too.

Aight, I think that's all about the myth.

    • IRL, here in my city, I see many helicopters flying, sometimes they are military and we are not in any sort of danger and I don't live near an airport. So my conclusion is that these cops are learning how to fly a chopper. Learn to fly Carl.

Well, they would not ascend so quickly then. Also, if they lernt to fly choppers, why are they 1) so good at it and 2) there is only one of them? Maybe some instructor is needed to learn how to fly?

    • Its probably some gltch or like you said, developer oversight. If govorment wanted to spy on citizents, pilots would probably be FBI agents, not some ordinary cops.

Well, it is not rather government, but rather LCPD who may spy on citizens.

If you think about it, it is little dumb. I mean, why would LCPD spy on citizens? I most cases goverment is the one who is spying. Also, if police is really behind this, why they still wear thier uniforms? It would be more logical if they were some undercover cops.

    • Maybe the cops just use the helicopters for patrol. They use the helitours mavericks so people would not suspect anything.

      Yeah, that may be right

Well, maybe they put it so player could easily recognise them as cops.
