Thomas "Fatty" Walsh was a mobster associated with Dutch Schultz and Charles "Lucky" Luciano. He was suspected involving in the 1928 gangland slaying of Arnold Rothstein. In 1929, Walsh was shot and killed by another gangster at a loud party on the 14th floor of the Miami Biltmore Hotel. That murder spurred many rumors about ghosts over the years, including in the Vice City universe, Haunted Hotel.
Along with the indication, Thomas Walsh may possibly be indicating in a mafia portrait at Marco's Bistro. Some have speculated that he may be present in the game, whereas researching game files eradicates any possibility.
