Strange Hammering Noises are a myth in Grand Theft Auto IV. The noises can be heard at a warehouse located in Acter Industrial Park, next to the Correctional Facility.

It is unknown who or what is making the noise, as the hammering sound and humming can be heard even when the pedestrians are not set to spawn.
