SWAT (Special Weapons and Tactics) is a special unit of the Vice City Police Department, operating from the VCPD headquarters in Washington Beach. Unlike other units, SWAT is more involved in shady plots and dark money. The Vice City Crime Tree on the game's promotional website alleges that SWAT is internally corrupt. This lead players to go through the history of SWAT in the city, helping in further revealing these suspect works.
SWAT is said to have a hand in smuggling and illegal immigration operations across the state through the Vice City Port Authority. SWAT is alleged to likely to have contacts with the French special services, namely GIGN (Groupe d'Intervention de la Gendarmerie Nationale) and DGSE (Direction Générale de la Sécurité Extérieure.) This is evident, as the services accessed the state and assaulted multiple magnates and agents at different occasions, the first being the shootout in the Bal Harbour Mall.
SWAT, along with the FBI, is interconnected with the Mafia crimes in the state, players believe that both the organizations avoid taking any measures against these organizations, probably due to undisclosed internal connections within this joint network. For the reason, a strange FBI Washington can be seen parked in a secluded alley in Downtown Vice City, probably hinting as to how the meeting could've been held.
