During the cutscene of the mission, In The Beginning, a stabbed dead body is hanging from a hook along with huge slabs of meat in the closet behind Sonny Forelli. This is how Frankie Carbone ended up in 1990 film Goodfellas. It could also be a reference to William Jackson, who was killed and tortured by being hanged from a meat hook by The Chicago Outfit.
Since the Forelli Family is a mafia family, they are often believed to be the perpetrators behind the Cement Shoe Men. During the game's final mission, Ken Rosenberg reveals that the Forelli Family does use cement shoes to kill their enemies.
