Flying Fishes are a glitch in Grand Theft Auto: San Andreas.

Description

The glitch causes fishes to fly over the water, when you shoot water with bazooka. Glitch is most likely a leftover code, to make dead fishes go to the surface like in real life. It is only possible to do that on PS2 version GTA San Andreas.
