Ralph Pendelbury was a member of the Los Santos Police Department's unit C.R.A.S.H. who was killed shortly before the events of GTA San Andreas. While not seen in the game, Pendelbury is an important character because the surviving C.R.A.S.H. members pin his murder on the freshly arrived Carl Johnson. In The Introduction, it is revealed that Frank Tenpenny and Eddie Pulaski organized the conspiracy to kill Pendelbury, as he threatened to report their corruption to internal affairs. The duo, along with Jimmy Hernandez, took Pendelbury to a warehouse in Ocean Docks and attacked him. Pendelbury was finally killed when Tenpenny coerced Hernandez into shooting him.
The myth that Pendelbury's ghost haunts the warehouse is a lesser-known myth. Interestingly, the other three members of C.R.A.S.H. all have supposed ghost sightings after their own deaths. Rumors of Pendelbury's ghost location center around the smokestack at the warehouse where he was killed. Like other ghosts in the game, eyewitness sightings are usually of a black apparition moving around at night, and weird sounds being heard. Since the area of Ocean Docks where the smokestack is located is part of gang territory, gunshot sounds can be heard throughout the day, which some people say could be a reference to the ghost.
