I was driving in Star Junction in TBOGT, when I noticed a blue electronic billboard with the word shark on it. Under the word shark it had a blue card that looked like a shark card, except it said credit card. Could this be a hint about the future shark cards, in GTA Online.

They were just a random company at the time. Rockstar must have randomly decided that out of all the credit cards in the game that was the one they would use. However, you could be right since they started creating GTA V and GTA Online as soon as they released GTA IV.

I would not be surprised, since there are numerous other references to GTA V.

Yeah, most of companies seen in GTAIV are also present in GTAV, and they aren't really references, they are just reusing them (GTAIV and V aren't only ones, you can see this in many other GTA games that share universe).
