That room has a collectable in it so that's the point rockstar put it there. They tried to make it secret so you wouldn't find the collectable. :D

It's not a mod because it's in the normal game because I have no mods and its there. Also it's near LS Police Station so yes it's a prison

Yes that happenes to me all the time when I'm wanted lol they always run me over especially the rhinos I die before I can shoot from them xD
