<p>The game didn't actually meant to spawn those vehicles with blue color. It's a coincidence. </p>

<p>Anyway, I went there and investigated the Hell Barn. For me, it's just a simple texture that Rockstar put for the roof, It's not burnt or something. </p>

<p>It was just the PCJ-600's engine sound. A ped must be driving it nearby. </p>

<p>I recruited some Grove Street members and drove around Los Santos, searching for the <i>Unknown Guy.</i> And you know what happened? Nothing: </p><p>1.) My recruited members didn't want to kill the <i>Unknown Guy</i>. They just ignored him and treated him like a normal ped. </p><p>2.) The <i>Unknown Guy </i>did the same thing to me, he didn't kill me. He just ignored us all. </p><p>I conclude that this <i>Unknown Guy </i>is just a normal ped. But Dark could be right about what he said, that this ped was a ballas dealer IN THE BETA VERSION, but not in the final version, and that's why he acts strangely. But if this is the reason, then it's just a glitch and not a myth. </p>

<p>For me, it has nothing to do with the Epsilon Program. </p>

<p>I'll check that place out. </p><p>UPDATE: I've checked that place out and waited until it's about 20:00. I've noticed the side of the walls are turning into a different color (which is not blue at all). Actually, when you compare its color to other ones with the "Epsilon color" (like for example the bridge in Blueberry), you will notice the difference. </p><p>So I conclude that it's not connected to the Epsilon Cult. </p>

<p>I'll check that place out. </p><p>UPDATE: It can be a door to something alright, because it makes a sound when you punch it. Maybe in the BETA version, it was used in a mission or used as a safehouse door. </p>
