<p>If you think about it, it is little dumb. I mean, why would LCPD spy on citizens? I most cases goverment is the one who is spying. Also, if police is really behind this, why they still wear thier uniforms? It would be more logical if they were some undercover cops.

<p>Its probably some gltch or like you said, developer oversight. If govorment wanted to spy on citizents, pilots would probably be FBI agents, not some ordinary cops. </p>

<p>Yeah, most of companies seen in GTAIV are also present in GTAV, and they aren't really references, they are just reusing them (GTAIV and V aren't only ones, you can see this in many other GTA games that share universe). </p>

<p>They were in beta version of game. LOD model leftover has been found in game files. Probably reused from RDR. </p>
