If I'm not wrong, who ever even said MCA can only be seen at MC? It could also be seen around the whole San Andreas.

you know what? i've learnt a lot new cool things in gaming. one that i forgot was, a 2005 game vs. 2016 users seriously makes no sense. how do you think the textures were sweetest in sa? in those years we deifnately had to type 20,000 codes to raise CJ's arm, and gta 5 = drag'n'drop tech. It's logical explaination definately is: game poor making.
